As we await the implementation of CUTR 041/2017 (regarding Safety of Chemicals), the field of chemistry is still one of the few areas where you still may have to perform a certification based on a GOST type regulation, i.e. a Russian national certificate.

How to Export Chemical Products to RussiaThis can occur in cases where the product to be certified is either not particularly dangerous, a food item (where it would fall under CUTR 021/2011), or a lubricant, grease, or oil (in which case it would fall under CUTR 024/2011 and CUTR 030/2012).

When the product could be potentially dangerous (toxic, inflammable, or explosive) the Russian legislation has prepared a certification based on the State Registration, which is not exactly a simple document to obtain. This means that, at present, it is quite costly to certify this type of product.

The situation will improve in June 2021, the month in which the aforementioned Technical Regulation 041/2017 is expected to come into force, and it will apply to the following areas:

  • organic synthetic products
  • acids, salts, and bases
  • inorganic synthetic products
  • fabrics to be used in the production of plastics, rubber, polymers, and synthetic fibers
  • agricultural products – phytosanitary products, herbicides
  • paintings
  • household chemical products
  • other chemical products
